Abstract

This study investigates the strategic management practices and their impact on the performance of
the Hope Walks Clubfoot Program in Rwanda, focusing on strategic formulation, implementation,
and monitoring and evaluation. The research employed a descriptive research design utilizing both
quantitative and qualitative methods. The target population consisted of 160 individuals, with 114
respondents selected through simple random and purposive sampling techniques, and the
remaining participants included through a census method. Data were analyzed using SPSS version
27, incorporating measures such as mean scores and standard deviations to assess the clarity and
alignment of strategic objectives, staff awareness, implementation practices, and effectiveness of
monitoring and evaluation. Key findings revealed strong agreement among respondents regarding
clear and well-aligned strategic objectives (mean = 4.14, SD = 0.56), high staff awareness of goals
(mean = 4.10, SD = 0.57), and effective strategic implementation practices (mean scores ranging
from 4.32 to 4.35, SD ranging from 0.55 to 0.61). Monitoring and evaluation processes also
received positive feedback (mean scores ranging from 4.31 to 4.35, SD ranging from 0.55 to 0.60),
with significant correlations (Pearson correlation coefficient of 0.871**) indicating a strong
positive relationship between strategic management practices and program performance (mean =
4.51, SD = 0.72). The study concludes that well-defined objectives, staff awareness, effective
implementation, and rigorous monitoring and evaluation are critical factors contributing to the
success of the Hope Walks program. Ethical considerations included confidentiality and informed
consent protocols. Recommendations emphasize refining strategic goals, enhancing staff
involvement, strengthening organizational systems, and investing in advanced monitoring tools.
Future research could explore longitudinal impacts, comparative evaluation methods, community
feedback mechanisms, and technological advancements in strategic planning.
